Dubai Links $670,000 Villa to Mother-in-Law of Ex-Prosecutor General | Ukraine News

A complex property case in Dubai has ignited discussions surrounding ownership, personal identification, and connections to a former Ukrainian prosecutor general. This situation centers on significant investments and raises crucial questions about how personal data can be utilized in property transactions.

Investment Details and Property Ownership

In July 2023, the mother-in-law of Ruslan Kravchenko, who served as the Kyiv Region’s military chief before stepping into the role of prosecutor general, allegedly invested around $670,000 in purchasing a villa in Dubai’s upscale Damac Lagoons community. The property in question is a townhouse spanning over 143 square meters. At the time of the transaction, this sum equated to roughly UAH 24.5 million based on the official exchange rates published by the National Bank of Ukraine. This information emerged from leaked data from Dubai’s Land Department, highlighting the investigative efforts of journalists involved in a broader international examination of organized crime and corruption.

Upon review, the recorded owner of the property turned out to be Alina Shkrobanets, a Ukrainian national and mother of Olena Shkrobanets, who was at that point married to Kravchenko. On July 20, 2023, Alina acquired the property from Island Oasis Properties, just as the housing project was nearing its completion. Nestled in the Mykonos cluster of Damac Lagoons, the villa is marketed as part of a luxurious suburban enclave inspired by Greek architectural styles.

Ownership Transfer and Denials

By 2025, the property’s ownership transitioned to Andrii Keibash, who operates Kyiv’s La Veranda restaurant, mirroring the original purchase price. Interestingly, Alina Shkrobanets has repudiated any claims of acquiring property in the UAE, advocating that her name may have been exploited without her consent. She expressed her confusion over the situation, stating, “I did not buy anything in the Emirates… I have no need for property in Dubai,” suggesting that perhaps her personal information was misappropriated.

Shkrobanets’ ties to Keibash emerged as she confirmed her acquaintance with him but denied discussing property dealings. She emphasized that her communication with Kravchenko had ceased over two years prior and insisted he had never approached her regarding the property transaction.

Keibash’s Position and Additional Details

On the other hand, Andrii Keibash affirmed his purchase of a villa in Dubai in 2025 but clarified that it was not a direct transaction with Alina Shkrobanets. He shared that he discovered the property online, narrowed down the search through a linked contact, and engaged with a manager from the developer. However, Keibash was hesitant to share detailed information about the seller and ceased responding to inquiries about the property documentation.

Curiously, evidence gathered by journalists unearthed a video from December 2022 showcasing Alina Shkrobanets along with her family at La Veranda, where Keibash was also present. Additionally, another video featured her husband Ihor Shkrobanets alongside Kravchenko, revealing that it was Kravchenko who initially introduced them to Keibash.

Further Investigations and Implications

As the investigation unfolded, it was observed that Ihor Shkrobanets, a member of the Chernivtsi Regional Council, did not disclose any of these transactions in his official declarations. He maintained that he had no knowledge of his wife’s purported investment in Dubai. This raises further concerns regarding the transparency of property acquisitions connected to prominent figures.

Following the couple’s formal divorce in November 2024, Andrii Keibash emerged as the new owner in Dubai’s property registry. Meanwhile, by the summer of 2025, Ruslan Kravchenko became prosecutor general but subsequently resigned amid allegations concerning a criminal group linked to fraudulent operations. Though he denied involvement in any wrongdoing, the overarching narrative surrounding this property and its owners sheds light on the intricate relationship between personal data, property ownership, and public accountability.
