Dubai Police Trains Iraqi Officers in Technology Utilization

Two officials from the Kurdistan Regional Government in Iraq recently completed the third edition of the Policing Innovation and Leadership (PIL) Diploma, organized by Dubai Police in partnership with Rabdan Academy. They expressed admiration for Dubai Police’s emphasis on technology, innovation, and international collaboration, highlighting how these elements have shaped their perspectives on modern policing.

Insights from the PIL Diploma

Captain Mohammad Hayder Bndyan, who heads the Coordination Department at the Ministry of Interior, and First Lieutenant Mansur Mudhafar Swara, an expert in the Forensic Evidence Department, noted that their participation in the program was motivated by the UAE’s commitment to advancing policing standards. Captain Bndyan specifically praised the role of advanced technology in enhancing police work and improving community interactions. His insights underline the importance of not just adopting new technologies but also engaging citizens in meaningful ways to foster trust and cooperation.

First Lieutenant Swara echoed these sentiments, commending the strategic planning and smart technology integration employed by the Dubai Police. He pointed out how initiatives such as the Positive Spirit Council promote community engagement, demonstrating that effective policing goes beyond crimes and law enforcement to encompass overall public welfare.

A Broader Definition of Innovation

Both officers found that the program expanded their understanding of what innovation entails. Captain Bndyan emphasized that innovation isn’t solely reliant on high-tech tools; rather, it’s about optimizing existing resources effectively. He articulated, “Innovation does not always depend on expensive technology but rather on how effectively we use the tools available, even if simple.” Throughout the course, he learned about the significance of innovative leadership, effective team management, and the ethical application of artificial intelligence in policing.

Meanwhile, First Lieutenant Swara gained insights into the critical role of evidence-based policing and professional growth. His experience in the program has reinforced the need for creative thinking and solution-oriented approaches to modern challenges in law enforcement.

Hands-On Learning and Practical Applications

The PIL Diploma offered a unique blend of theoretical knowledge and practical training. Participants had the chance to apply the strategies learned in the classroom to real-world policing scenarios. Captain Bndyan noted that the SWAT module equipped him with modern techniques for crowd control, management of VIP safety, and practical tactics for building clearance operations.

First Lieutenant Swara, with a focus on forensic evidence, found the program motivating enough to seek out innovative methodologies in his field. He aims to enhance the quality and efficiency of forensic investigations, translating theoretical knowledge into actionable practices.

The Importance of International Collaboration

A key takeaway for both officers was the necessity of international cooperation in tackling the increasingly transnational nature of crime. Captain Bndyan articulated that such collaboration forms the bedrock of future policing, offering a platform for mutual learning and resource sharing. He highlighted how the program connected him to peers from over 60 nations, illustrating the global dimension of modern law enforcement.

First Lieutenant Swara reinforced this message, stressing that effective communication and collaboration between countries are vital for addressing challenges like cybercrime and organized criminal activities. Their experiences underscore the importance of building strong international ties in a world where crime knows no borders.

Overall, the insights gained from the Policing Innovation and Leadership Diploma reflect a commitment not just to enhancing technology but also to fostering community trust and collaboration across borders in the field of law enforcement.
