The Dubai Film Development Committee recently convened for its inaugural meeting at the Dubai Media Council’s headquarters. This newly established committee aims to bolster the film industry in Dubai by outlining its operational framework and strategic goals. By reviewing its mandate, the committee seeks to enhance the sustainability and growth of the emirate’s film sector.

Enhancing Dubai’s Film Ecosystem

During the meeting, participants explored ways to strengthen the film ecosystem in Dubai, leveraging the emirate’s current advantages while addressing essential industry needs. Focus areas included production, talent development, and fostering collaboration among stakeholders. Nehal Badri, Secretary General of the Dubai Media Council, emphasized that the committee is instrumental in realizing the leadership’s vision for Dubai’s creative economy.

Badri further presented the Council’s strategy, which aims to amplify the media sector’s contributions to a knowledge-based economy by emphasizing creativity and innovation. She pointed out that the film industry holds vast growth potential, suggesting that the committee’s efforts would elevate Dubai as a prime destination for global media production and creativity.

Strategic Collaboration and Infrastructure

The significance of aligning policy, infrastructure, and industry needs was underscored by Badri, who highlighted how film is becoming increasingly central to Dubai’s media landscape. The sector contributes to economic diversification, talent cultivation, and cross-border collaboration, all of which enhance the emirate’s positioning in the global creative economy.

Dubai’s competitiveness as a production hub is backed by sophisticated digital infrastructure, a flexible regulatory framework, efficient logistics, and a strategic location that connects regional and international markets. According to Badri, these strengths collectively support film production scalability, long-term sector growth, and engaging regional and global partners.

Focus on Talent and Partnerships

Issam Kazim, Chairman of the Dubai Film Development Committee, affirmed the committee’s commitment to converting strategic plans into tangible outcomes. Special emphasis will be placed on establishing clear directions, fostering local talent, and enhancing cooperation among public and private entities.

Kazim stated that the committee will focus on delivering its mandate in several key areas, such as developing specialized training programs, streamlining production processes, and fostering partnerships with both local and international production companies. These initiatives are envisioned to support a creativity-driven and technology-oriented economy.

The Dubai Film Development Committee was initiated through the Dubai Media Council Resolution No. (8) of 2025, issued by H.H. Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum. The committee focuses on offering tailored services, facilities, and coordination with vital stakeholders in the film industry, ensuring it aligns with the needs of local and international studios.

Hesham Al Olama, Vice Chairman of the committee, noted that the diverse backgrounds of committee members play a crucial role in achieving the sector’s strategic objectives. He emphasized that collaboration among entities represented within the committee will create a vibrant ecosystem that solidifies Dubai’s status as a leading destination for global filmmakers, consequently enhancing its potential for investment and growth.

The inaugural meeting was attended by various stakeholders, including representatives from the Dubai Culture and Arts Authority, Dubai Municipality, Dubai Customs, and Emirates Airline, among others. Their presence underscores a collective commitment to strengthen the film sector in Dubai through collaboration and shared expertise.
