Dubai implements new housing regulations, prohibiting family-individual mixing.
In a recent update, Dubai Municipality has implemented new regulations regarding shared residential accommodations to ensure safety, comfort, and organization within living spaces. These rules distinctly categorize shared units for families and individuals, with specific guidelines regarding space and amenities aimed at enhancing living conditions.
New Housing Regulations
Under the newly established regulations, each shared housing unit must be designated exclusively for either families or individuals, disallowing mixed occupancy. The guidelines stipulate that each bedroom should provide a minimum of five square meters of space per occupant. Furthermore, for every four residents, a complete bathroom must be allocated. Families in shared accommodations are required to have separate bedrooms, each equipped with its own private bathroom.
Additionally, the municipality has restricted shared accommodation for individuals on key commercial and tourism-centered roads, including Baniyas Road, Sheikh Zayed Road, Jumeirah Road, and Al Wasl Road. In these areas, only family accommodations will be permitted, ensuring a conducive environment for families while preserving the character of these vibrant districts.
Compliance Timeline and Licensing Requirements
Outlined in Dubai Municipality Circular No. 1-3-1 of 2026, the compliance requirements highlight a one-year grace period for existing shared accommodations to align with the new regulations. During this time, property owners, engineering consultancy firms, and contractors must ensure that their buildings adhere to the updated planning and construction standards. However, the grace period does not excuse any existing violations or unauthorized changes, which must be rectified to ensure the safety and well-being of occupants.
Moreover, obtaining a building permit is mandatory for shared accommodations, whether it involves constructing new buildings or modifying existing properties. All applications for licenses and permits should be processed via the Dubai Building Platform by an engineering consultancy designated by the property owner. Submitted documentation must include detailed layout plans and pertinent information about the buildings, apartments, and rooms, ensuring that all requirements are met before the issuance of a shared-housing permit.
Space and Facility Specifications
The technical requirements indicate that each individual should enjoy at least five square meters of bedroom space. Shared family accommodations may house multiple families, provided that each family has its own bedroom and private bathroom. Accommodations designated for individuals can allow shared bedrooms amongst several residents but must adhere to established maximum occupancy limits and health standards.
Common areas such as kitchens should be proportional to the number of residents, with new constructions for individuals featuring shared kitchen facilities on each floor. Within individual apartments, kitchens must be constructed to provide no less than one square meter of space per occupant while complying with health and safety standards outlined in the Dubai Building Code. Additionally, every four residents must have access to a complete bathroom, and separate facilities must consist of at least one toilet for every four occupants and one shower per six occupants, specifically for individual accommodations.
Transportation and Parking Guidelines
Notably, shared accommodation will have exemptions from the standard minimum parking requirements as per current regulations. This provision facilitates more room for shared housing developments without the necessity for extensive parking arrangements.
Overall, these comprehensive measures reflect the Municipality’s commitment to providing structured, safe, and well-regulated shared living arrangements. By implementing these guidelines, Dubai seeks to balance the growing demand for shared housing with the necessity for safety and quality residential experiences for its diverse population.
