NACP Oversees Ex-Prosecutor General Following Dubai Villa Allegations
The National Agency on Corruption Prevention (NACP) has initiated an investigation into the lifestyle of Ruslan Kravchenko, the former Prosecutor General of Ukraine. This action follows a recent media inquiry that shed light on the properties owned by Kravchenko’s former mother-in-law in Dubai, raising concerns about potential corruption and wealth accumulation.
NACP’s Official Statement
In a response to the NGO Anti-Corruption Headquarters, the NACP confirmed that it would consider the findings from a media investigation while assessing Kravchenko’s lifestyle. The agency emphasized the importance of transparency in this monitoring process, particularly given the high profile nature of the case.
Details of the Investigation
The in-depth investigation led by the journalists from Schemes, a project associated with Radio Liberty, uncovered that on July 20, 2023, Alina Shkrobanets—Kravchenko’s then mother-in-law—invested approximately $670,000 in a villa at the Damac Lagoons residential development in Dubai. This villa spans over 143 square meters and raises questions about the source of the funding, especially during a time when Kravchenko was serving as head of the Kyiv Regional Military Administration. The media team obtained crucial property information from leaked records of the Dubai Land Department, working alongside the Organized Crime and Corruption Reporting Project (OCCRP).
During this same timeline, Kravchenko declared his temporary use of a 2013 Infiniti QX70, which belonged to his mother-in-law. Notably, he divorced Olena Shkrobanets in November 2024 and subsequently assumed the role of Prosecutor General in the summer of 2025.
Villa Ownership Controversies
In 2025, records indicated that Alina Shkrobanets sold the villa to Andrii Keibash, who manages a restaurant in Kyiv known as La Veranda. In conversations with the media, Alina provided a surprising denial, claiming that she never purchased property in the UAE. Instead, she suggested that her name may have been used without consent and asserted her lack of communication with Kravchenko for over two years.
On the other hand, Keibash confirmed the villa’s purchase for close to $670,000 but denied ever acquiring it from Alina Shkrobanets. When pressed during an interview, he struggled to recall the seller’s identity. Keibash later committed to checking the relevant documents but did not respond to further inquiries. He described Kravchenko merely as a “guest” in his affairs.
Additional Witness Testimonies
Ihor Shkrobanets, Alina’s husband and a member of the Chernivtsi Regional Council, claimed ignorance regarding any real estate transactions involving his wife in the UAE. He mentioned that Kravchenko had introduced him to Keibash. Interestingly, there is no mention of the Dubai property in Ihor’s declarations. Olena Shkrobanets also asserted her unawareness concerning the property issues in Dubai. As of the time the investigation was published, attempts to contact Ruslan Kravchenko for comments were unsuccessful.
The unfolding investigation by the NACP highlights the vital role of watchdog organizations in addressing potential corruption within governmental structures, emphasizing the necessity for accountability among Ukraine’s leadership and their families. The outcomes of this inquiry may have significant implications for public trust in Ukraine’s legal and political institutions.
