Dubai Customs Achieves 99.3% Cashless Payments in H1 2026

Dubai Customs has reaffirmed its commitment to the “Dubai Cashless” initiative, demonstrating significant progress in digital transformation. With a remarkable cashless payment transaction rate of 99.3% for the first half of 2026, the organization is setting a standard in enhancing customer experience and operational efficiency. This achievement not only contributes to Dubai’s economic ambitions but also positions the emirate as a leader in the global shift towards cashless transactions.

Dubai’s Cashless Strategy Achievements

The Dubai Department of Finance recently announced that the targets outlined in the Dubai Cashless strategy have been successfully met. Introduced in October 2024 by His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, this strategy aims to boost digital payment options across the emirate. Notably, the overall cashless transactions index reached an impressive 90.1%, significantly surpassing the goal set for 2026. Meanwhile, the digital enablement index for the government sector achieved a perfect score of 100%. Dubai Customs has played a critical role in this success, earning commendations for its effective digital transformation and its efforts to promote cashless transactions.

Operational Efficiency and Customer Satisfaction

During the first half of 2026, Dubai Customs processed 23 million customs transactions, showcasing its commitment to efficient operations. The organization achieved a digital channel adoption rate of 99.6%, leading to a remarkable happiness index of 98% for the digital services offered. Importantly, the volume of customs transactions reflects the organization’s overall operational capabilities rather than merely the number of cashless payments processed.

His Excellency Dr. Abdulla Busenad, Director General of Dubai Customs, emphasized that integrating government services with digital payments aligns with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum. This alignment is pivotal in fostering a robust economy and enhancing Dubai’s global competitiveness. “The efficiency of our customs services is becoming a key competitive advantage,” he stated, underlining the importance of reducing processing times and increasing reliability in trade movements.

Future Strategies for Enhanced Integration

Dubai Customs’ approach is firmly rooted in the Dubai Customs Strategy 2026-2030, which focuses on establishing trusted trade practices. This strategy supports the D33 Dubai Economic Agenda, enhancing customer experiences while promoting business growth. Rashid Al Sharid, Executive Director of the Finance and Administration Division, noted that merging customs procedures with digital payment systems optimizes revenue management while making it easier for businesses to operate.

Atiq Al Muhairi, Executive Director of the Customs Development Division, highlighted that the organization is committed to matching system improvements with trade needs. By analyzing the customer journey and reengineering processes, Dubai Customs aims to deliver faster, more integrated, and reliably efficient services. This focus on leveraging technology is integral to enhancing transaction efficiency and streamlining procedures.

The Role of Mirsal 2 in Transformation

A cornerstone of Dubai Customs’ operational enhancement is the “Mirsal 2” system, which integrates customs operations, e-services, payment processes, and risk management. This system simplifies transaction completion and fortifies business resilience without compromising control and compliance. As Dubai Customs continues to evolve its systems, the emphasis remains on providing a cohesive journey that amalgamates service delivery, payment processes, and compliance, thereby reinforcing the emirate’s position as a hub for trade and business growth.

In summary, Dubai Customs is not just contributing to the cashless payment landscape; it is setting a benchmark for the region. Through its robust digital frameworks and strategies, the organization is enhancing the ease of business operations and reinforcing Dubai’s status as a leader in the global transition towards a cashless society.
