44 Areas Authorized, New Deadline for Compliance Set

In response to evolving housing regulations, property owners and management companies now have a structured timeline to bring their shared housing properties up to standard. With a focus on compliance and public safety, new guidelines have been issued that aim not just to regulate but also enhance the community living experience in Dubai.

Timeline for Compliance

Property managers and owners have until September 8, 2027, to align their shared housing units with newly established regulations. This one-year adjustment period starts from the law’s effective date, allowing ample time for necessary modifications. However, it’s essential to highlight that this period does not exempt owners from addressing existing building violations or any unauthorized uses that could compromise public safety. The Dubai Municipality emphasizes that adherence to all relevant laws is mandatory, and any safety risks must be addressed promptly.

Space Allocation and Facilities

The guidelines state that every building designated for shared housing must fit into one of two categories: individual accommodation or family accommodation. Each bedroom is required to provide a minimum of 5 square meters per person, ensuring adequate space. Families are to be allocated separate bedrooms, each equipped with an en-suite bathroom, to enhance comfort and privacy.

Moreover, regulations dictate the availability of shared facilities and services, including but not limited to kitchens, restrooms, and communal areas for dining, recreation, and laundry. These guidelines are designed to meet public health standards and comply with the Dubai Building Code. These requirements apply not only to new constructions but also to existing buildings that are being adapted for shared housing purposes. Notably, collective labor accommodation is subject to different regulations and does not fall under these new provisions.

Permit Acquisition and Safety Inspections

To designate a building or villa for shared housing, property owners must first obtain the required permits. This process is facilitated through the Build in Dubai platform, where permits can also be renewed. Before any permit is granted, the property must comply with the Dubai Civil Defence standards for fire safety and the Security Industry Regulatory Agency (SIRA) guidelines for CCTV systems. Compliance with these regulations is crucial for ensuring the safety and security of residents.

Additionally, there will be electronic integration with the Dubai Land Department and other relevant authorities to streamline the registration of tenancy contracts for shared housing. This system will rely on the permit data provided by Dubai Municipality, ensuring that all housing units meet the established legislative framework.

Promotion of Awareness

The Dubai Municipality is adopting an approach centered on awareness and education to aid property owners and management companies in fulfilling their obligations. By providing guidance on regulatory responsibilities, the Municipality seeks to empower property owners to assess their buildings’ compliance status and make necessary adjustments before the final enforcement of regulations.

This initiative aims to alleviate issues such as overcrowding and unregulated living arrangements, thereby fostering a safer residential environment. Moreover, it emphasizes the rights and responsibilities of both property owners and occupants, enhancing compliance with public health guidelines. Maryam Al Muhairi, the CEO of the Building Regulation and Permits Agency, asserts that a comprehensive guide has been created to clarify planning, building, health, and safety requirements associated with shared housing.

In summary, the overarching goal of these regulations is to enhance community living while maintaining Dubai’s urban appeal. By focusing on awareness, oversight, and compliance, authorities hope to support property owners in adapting to these changes while strategically improving the overall quality of shared housing in the emirate.
