His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, the Crown Prince of Dubai and UAE’s Deputy Prime Minister and Minister of Defence, has unveiled a significant economic support initiative for Dubai’s business landscape. With an additional AED 1.5 billion allocated, this initiative boosts the total financial assistance to AED 2.5 billion, a vital step in enhancing the resilience of Dubai’s economy.

Comprehensive Support for Diverse Sectors

This new package introduces 33 initiatives aimed at providing facilitation measures across various crucial sectors, including tourism, trade, logistics, real estate, construction, education, and the arts. Sheikh Hamdan emphasized that the timeline for implementing these initiatives will be communicated by the relevant governmental bodies. This approach reflects Dubai’s ongoing commitment to adapting to market changes and leveraging challenges as opportunities for growth.

In the field of education, private institutions registered with the Knowledge and Human Development Authority (KHDA) will benefit from delayed payment options for licensing fees and fines. Early childhood centers, in particular, will enjoy exemptions on these fees, paired with partial rent relief for facilities that are currently under construction. Other educational institutions will also receive expanded support, including waivers on insurance guarantees for canceled contracts, suspension of financial penalties, and a freeze on rent hikes for renewals.

Support Measures for Cultural and Tourism Sectors

The cultural sector, served by the Dubai Culture and Arts Authority, will also see a range of benefits. These include deferred payment plans for rent and financial obligations, alongside reduced rental fees for temporary venues hosting cultural events. Furthermore, Dubai Customs will facilitate easier processes for importing artworks, supporting the creative community.

The tourism sector is set for major relief as well. Establishments registered with the Dubai Department of Economy and Tourism will experience exemptions from various fees, including the Tourism Dirham, permit fees for holiday homes, and cancellations related to events and exhibitions. Additional support will extend to fees associated with sales promotions, tour guide services, and desert safaris. This comprehensive support is designed to enhance Dubai’s attractiveness as a premier global destination.

Business and Economic Growth Initiatives

In the broader business community, the Dubai Department of Finance is implementing measures to ease contractual obligations. For government contracts, the retention security will be reduced from 10% to just 2%. This change, alongside an increase in the financial threshold for exempting certain insurance policies, aims to relieve many businesses from stringent financial pressures.

For small and medium enterprises, the Mohammed Bin Rashid Establishment for Small and Medium Enterprises Development will extend membership licenses by two years for companies slated to expire in 2026. Additionally, businesses facing temporary operational challenges will qualify for one-time fee exemptions to facilitate their recovery.

Customized measures from Dubai Customs will simplify payment processes for outstanding import duties, reducing fines on customs cases by a staggering 80%. In transportation, establishments registered with the Roads and Transport Authority will benefit from deferred payments and exemptions from specific violation fees related to vehicle indices.
