Dubai is enhancing its medical tourism sector by introducing a more integrated and efficient system, replacing the previously fragmented approach that relied heavily on patients for coordination. This effort, also known as the “smart medical visa,” is expected to solidify Dubai’s reputation as a premier global destination for medical tourism.

Streamlined Processes for Medical Tourists

The initiative comes from a collaboration between the Dubai Health Authority (DHA) and the General Directorate of Identity and Foreigners Affairs (GDIFA), aimed at simplifying everything from visa applications to treatment completion. Both organizations will link their digital systems, allowing members of the DHA’s Dubai Health Experience platform to submit visa applications for patients. This shift from a reactive to a proactive system enhances the patient experience by making the journey smoother and less stressful.

Manish Jain, the deputy chief executive of Aster and Access Clinics in the UAE and Bahrain, emphasized the shift toward a more streamlined care journey, allowing healthcare providers to manage visa applications directly. Previously, patients needed to juggle multiple tasks to secure visas and appointments, a process that often created uncertainty. With the new system, hospitals can handle the visa process, significantly reducing complexities and wait times.

Digital integration will further simplify the documentation and approval stages, incorporating companion visas and extensions into the same system. This comprehensive approach eliminates many touchpoints, thereby making the experience more efficient for patients.

Growing Medical Tourism Sector

The demand for medical tourism in Dubai is on the rise. In 2023, the emirate welcomed approximately 691,478 medical tourists, a substantial increase compared to previous years. These visitors have spent over Dh1.03 billion on healthcare services and an additional Dh2.3 billion on other amenities. Dubai remains the largest hub for medical tourism in the UAE, but other emirates are also growing in this sector.

A significant factor behind this growth is the large, affluent population that can reach Dubai in just five to six hours. Vikas Kharbanda, a healthcare consultant, notes that Dubai’s healthcare offerings have matured significantly over the past 15 to 18 years, contributing to its strong brand and infrastructure in the medical tourism market.

While Dubai’s medical tourism sector has been thriving, it is essential to recognize its specific strengths. The emirate excels in orthopaedics, aesthetics, and diagnostics, providing high-quality care for various medical conditions. Although the city does not focus on oncology—due to its complexity—there are signs that other specialties, such as cardiology and reproductive medicine, may gain traction.

Forecasts predict tremendous growth for the global medical tourism market, which is expected to reach $115.9 billion by 2032, with Dubai poised to contribute significantly. While Dubai isn’t competing on price like other popular destinations such as Turkey or India, it offers excellent value through its clinical outcomes and comprehensive patient journey management.

Despite facing challenges, including regional tensions that could impact travel, experts believe that Dubai’s medical tourism sector will rebound swiftly.
