The impressive growth reflects a 5% increase from the previous year, according to the latest statistics shared by the Dubai Department of Economy and Tourism (DET). Notably, December 2025 marked the first time the city welcomed over 2 million visitors in a single month, setting a high bar for the upcoming year.

Record Tourism Growth in 2025

The sustained expansion of Dubai’s tourism can be attributed to a proactive approach by the city’s leadership, which is focused on creating a world-class destination for travelers. H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, the Crown Prince of Dubai, highlighted that the city’s diversified tourism offerings, robust infrastructure, and strategic global partnerships have all played a significant role in this growth. He emphasized that through continuous innovation and service excellence, Dubai aims to elevate itself further among the world’s most sought-after tourist destinations.

Western Europe has consistently emerged as the largest source market for Dubai, with 4.1 million visitors in 2025, an increase from 3.74 million in 2024. The region reflects the city’s appeal, bolstered by DET’s collaborative year-round marketing strategies combined with the efforts of more than 3,000 international partners. In December alone, the city recorded a robust 2.04 million international overnight visitors, demonstrating a year-on-year growth of 6%. The proximity markets from the GCC and MENA comprised a combined 26% share of total visitors, indicating a healthy mix of both traditional and emerging markets driving growth.

Foreign Direct Investment in Hospitality

The growth in visitor numbers also mirrors the strength of Dubai’s tourism and hospitality sectors as significant contributors to its economy. According to the Financial Times’ ‘fDi Markets’ database, hotels and tourism ranked among the top sectors for foreign direct investment (FDI) capital flows into the region during the first half of 2025. The city’s strategic initiatives and new property openings diversified its offerings, cementing its status as a leading global tourism hub. By December 2025, Dubai had achieved an impressive hotel inventory of 154,264 rooms across 827 establishments, rivaling global cities like New York and London.

Hotel performance in Dubai further emphasizes this positive trajectory, with an average occupancy rate of 80.7% in 2025, up from 78.2% in 2024. The increase in occupied room nights to 44.85 million and an overall rise in the average daily room rate showcases the city’s growing attractiveness for both tourists and investors.
