Dubai’s 19.59 Million Visitors Fuel Ongoing Tourism Growth
In 2025, Dubai cemented its status as a premier global tourism destination, celebrating a record influx of international visitors. With international travel on the rise and competition among cities heating up, Dubai responded by enhancing its tourism offerings, resulting in remarkable growth across key markets.
Record Visitor Numbers in 2025
Dubai attracted 19.59 million international overnight guests in 2025, reflecting a 5% increase from the 18.72 million recorded in 2024. This achievement signified the third consecutive year of record tourism figures for the city, fueled by strategic partnerships, impactful marketing initiatives, and a robust calendar of major events. Notably, December marked a historic milestone as the city welcomed over two million visitors in just one month, setting a positive tone for 2026.
Leadership and Vision for Growth
H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Dubai’s Crown Prince and Chairman of The Executive Council, highlighted that these achievements align with the long-term vision set forth by His Highness Sheikh Mohammed bin Rashid Al Maktoum. He emphasized the commitment to transforming Dubai into a global hub that connects people and fosters unique experiences for travelers. “By enhancing infrastructure and cultivating strong partnerships, we continue to position Dubai as a top destination,” the Crown Prince stated.
He acknowledged that the tourism sector plays a critical role in the economic diversification and sustainable growth of Dubai, which is in line with the goals of the Dubai Economic Agenda, D33. “We aim to develop an integrated tourism ecosystem that reinforces our status as a premier global locale for both business and leisure,” he added.
Diverse Market Strategies Driving Growth
The Dubai Department of Economy and Tourism (DET) implemented a diversified year-round market strategy, which significantly contributed to the growth experienced in both traditional and emerging markets. Western Europe remained the dominant source of visitors, aided by substantial contributions from the GCC, MENA, South Asia, CIS, Eastern Europe, and Asia-Pacific regions. In December alone, Dubai recorded 2.04 million international overnight visitors, reflecting a 6% increase compared to the previous year.
Helal Saeed Almarri, Director General of DET, remarked that Dubai’s tourism performance in 2025 illustrates the strength of the city’s economic model, emphasizing effective collaboration between public and private sectors. He stated, “Tourism is pivotal for economic diversification, fostering GDP growth, attracting investment, and drawing global talent. Our focus is on promoting sustainable growth and advancing toward the D33 goal of doubling Dubai’s economy by 2033.”
