Dubai introduces real estate diploma program for Emiratis.

Dubai is actively working to increase the participation of Emiratis in its real estate sector through a specialized diploma aimed at preparing nationals for various roles in the industry. This initiative is set to foster a more diverse workforce and boost the local economy.

Diploma Program Launch

The Dubai Land Department (DLD) introduced this dedicated diploma in collaboration with the Higher Colleges of Technology. The curriculum encompasses essential areas such as property management, valuation and appraisal, brokerage, landlord-tenant relationships, and the marketing of real estate services. This comprehensive approach aims to equip participants with the necessary skills for a successful career in real estate.

Program Structure and Goals

The diploma serves 40 participants per intake and spans two years, offering 90 accredited hours of instruction. DLD representatives anticipate expanding the number of Emiratis in the Dubai real estate workforce from approximately 2,000 to 3,000 by the year’s end. They note that as of now, there are 2,028 Emirati brokers, which includes 426 women. This increase represents a significant step toward greater Emirati representation in the industry, enhancing both diversity and inclusivity.

Financial Framework and Market Insights

Emirati brokers under this program will earn commissions, similar to industry standards, but they will also receive a guaranteed minimum wage, as confirmed by a DLD spokesperson. As of October 2025, the DLD records show a total of 8,725 registered brokers of various nationalities. The surge in Dubai’s property market is notable, with residential and commercial transactions valued at AED686.8 billion (approximately $187 billion) in the previous year, marking nearly a 31 percent increase from the year before. Furthermore, transaction volumes rose by nearly 19 percent, indicating a robust market.

Pathways to Real-World Experience

As part of the diploma, Emirati students will have the opportunity to gain practical experience through work placements with prominent Dubai developers. Companies like Emaar Properties, Sobha Realty, Aldar Properties, Omniyat Developments, Azizi Developments, Danube Properties, and Ellington Properties are on board to participate. This hands-on training is designed to facilitate a smoother transition from academic learning to actual practice in the fast-paced real estate environment.

DLD also reports that Emirati brokers will be assigned specific properties to market and sell. Abdullah Al Shehi, CEO of the Real Estate Regulatory Authority, emphasized the commitment of major sponsors like Emaar, stating that they have ample properties available for these trainees to sell, ensuring a fruitful experience for the students.

By instilling this diploma program, Dubai not only aims to increase employment opportunities for its nationals but also seeks to create a more culturally balanced and effective real estate market. The focus on Emirati involvement is a remarkable development for the city’s future, promising a wealth of advantages for both new entrants and the broader economy.
